Fulton County is in the north-central part of Georgia in the United States. The county has 1,066,710 people as of the 2020 United States census, making it the most populated in the state and the only one with more than one million people. The county seat is in Atlanta, the state capital.

The Fulton County Police Department is a law enforcement entity with specialized police powers in Fulton County. This Department has its headquarters at 130 Peachtree Street Southwest Atlanta, Georgia, 30303. The FCPD’s primary objective is to protect lives and property and maintain order through a collaborative effort between the Department and the community. Furthermore, the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) has nationally accredited the Department, making it one of few.

The Sheriff’s Department is the Chief Law Enforcement Agency, even though the Fulton Department performs all of the law enforcement duties in the county.

FCPD Responsibilities and Functions

This Police Department has its jurisdiction limited to Fulton County. That means that if an offender commits a crime in Fulton and flees to another county in the state, the Department cannot arrest the offender. However, they may arrest the offender through coordination with the Sheriff’s Department.

The core functions of the Police Department are:

Training and Instruction

New local police recruits must finish an average of 800-1,500 hours of training. Approximately three-quarters of training hours are mandated by state law, while the rest are agency requirements.

Membership in the Department requires an individual to first undergo public safety training in the Fulton County Public Safety Training Center (FCPSTC), introduced in 1987. This is to receive knowledge in courses such as basic law enforcement certification, basic prison certification, specialized, advanced, and in-service training.

All officers must complete the training since the police agency has written rules on sensitive matters, including using force, dealing with adolescents, and public complaints.

GA Fulton VINE System

The GA Fulton VINE system is a program that allows victims of crime to search for information on their offender’s custody status over the phone or the Internet. Individuals may register with the system to receive phone and e-mail notifications when the offender’s custody status changes. This service is provided to assist Crime Victims who have a right to know about their offender’s custody status.

Fulton County Jail

Fulton County Jail is a medium-security county jail located at 901 Rice Street Northwest Atlanta, GA 30318. It accommodates adult male and female prisoners charged with offenses of Georgia state law. The Georgia Department of Corrections (GDOC) manages and maintains the facility, which is on 55 acres and has a capacity of 1,314 convicts.

The initial plan was for the jail to house non-violent offenders. However, a substantial percentage of the detainees who serve time in this facility are in for serious offenses. This is due to overcrowding in jails in Georgia.

Further, the facility was also home to illegal immigrants until 2018, when the sheriff signed an agreement to discontinue the detention center’s partnership with US Immigration and Customs Enforcement (ICE). As a result, there was a reduction in the inmate population in the facility.

The jail serves the entire Fulton County. It accepts inmates from the Fulton Police Department, the US Marshals, Federal agencies, and the Homeland Security agencies. In addition, the GDOC also uses this facility to house probation violators.

This facility also holds inmates awaiting trial in Atlanta’s Municipal Court.

Jail Employees and Operations

The Fulton County Jail (FCJ) has two sections under the leadership of the Chief Jailer: Administration and Operations. The administrative section is in charge of providing a wide range of support services, including food, medical care, and facilities upkeep. On the other hand, the operations sector is in charge of inmate administration, facility security, and medical and food service delivery. Moreover, jail commanders take the time to speak with employees and learn about daily problems.

The Sheriff’s Office inspires the level of services provided and the professionalism of the personnel at the FCJ. Inmate Intake and Release

This is the facility where police take you after release for booking, fingerprinting, and the mugshot procedure. However, it does not process its inmates until 72 hours are over; unless you are convicted and sentenced to the facility.

Some inmates get released on bond. The correctional officers present the inmates before a judge within 48 hours, who sets the bond. These individuals may pay the bond through:

Inmate Programs

The facility has a variety of programs and services that help the inmates to reintegrate back into society quickly and successfully. These programs include:

GED and Cosmetics Programs

The GED Program prepares and tests inmates in math, science, social studies, writing, and critical reading. GED certificates are generally regarded as high school diploma substitutes.

The cosmetic program is a four-week program for female criminals on cosmetology. It teaches the convicts about the profession. The participants then graduate with their dream hairstyle and a braiding diploma, which they may apply for employment at any salon.

Smart Re-Entry

This initiative targets 18 to 24 inmates in Zone 4 and has specified zip codes. The goal is to successfully provide criminals with new skills, knowledge, and motivation to reintegrate into communities. These inmates go to the Fulton At-Promise Center upon release from the facility.

Competency Program

The Competency Program helps offenders become competent to stand trial and resolve legal concerns. This program was established to assist offenders in the Fulton County Court System. The majority of offenders in the program were brought to the court’s notice due to mental health, cognitive, or other challenges. This program includes regular group and individual sessions with clinical and administrative staff.

Wholeness and Pre-Stabilization Program

This program involves group and individual counseling, anger management, and substance abuse instruction. It also involves an intensive drug abuse behavior modification program designed to prepare convicts for re-entry as productive citizens.

Women Programs

The Platform of Hope program helps women gain self-esteem and financial stability and reduce recidivism. It is a 12-week course that stresses on soft skills, work readiness, basic computer skills, and career assistance. The platform of Hope also works with local companies to help female criminals re-enter society.

There’s also the beginners’ program that teaches female offenders how to channel their anger and disagreement productively.

 Inmate Release Post Sentencing

Inmates get released upon finishing their time. Others get lucky in that they receive early release through probation. However, inmates under the jurisdiction of the Homeland Security and U.S Marshal Agencies are placed by the facility under the agencies after serving their time.
